<span>Many people would run and the winner would be elected with a relatively small percentage of the vote.
Without the nominating step, all the parties held no limitation on nominations that could get into the  final phase of the election. If this happen, we couldn't really monitor who held the majority favors of united states because all the nominations could spread into smaller districts all over the country</span>
