Answer: President Jimmy Carter based his foreign policy views on human rights. He ended decades of US foreign aid (political, military and monetary aid) to abusive US allies and was tough on other allies that abused human rights of their citizens.

Although the USA played a major role in establishing the international league, it withdrew from joining the league. The main reason for this action was the outrage of American society, they did not want American resources and young lives were wasted on looking at the world and fighting a war in countries they had never cared for. This left France and Britain as the only ones capable of working in the league and also had no interest in working for the international league goal, which led to its collapse.
