At that time, the vast majority of societies were run on a monarchy system. This system gave all the power within the empire to the hand of a single king. The common people have little to no influence in politics.

Ancient Greece was different. They let the people to be involved in the creation of legislations by letting them vote on the type of laws that should be passed within society. This concept which give a lot of the power to the people in politic became the seed that led to the creation of our current modern day democracy.
