well i cant see the political cartoon so uh

the 19 amendment is

The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex.

so basically if the cartoon looks like all genders are voting it supports it and if just men are voting than it doesn't support it
