2. Congress tried to deal with the issues through compromise.
There were two events that worsened the relations between united states and Soviet union. Those events were:
- The future of Poland
United States wanted Poland to be a free and democratic country, while Soviet Union wanted them to be a part of Soviet Union
- Soviet Union invasion of Afghanistan, Which heavily undermined United States' foreign policy.

FDR was the first and only president to serve more than two terms. Passed by Congress in 1947, and ratified by the states on February 27, 1951, the Twenty-Second Amendment limits an elected president to two terms in office, a total of eight years.
