The third Amendment prohibits soldies from demanding accommodation from civilians in the peace times. The historical circumstance was the time just after the American Revolutionary War and more specifically a British law that allowed such demands before ( which people were very unhappy with).
I assume by "feds" you mean the federal government. They enforce national laws. While the states can make their own laws they must do so by abiding by federal law. For example, a state cannot make murder legal.
