Okay so I'm taking this test and I know every other answer but this one. There is one possible answer I could think of, which is

congress, but congress wasn't one of the 3 answers. So if you could answer this for me that would be great!

The branch of government that has the power to create laws is the CONGRESS, or also known as the LEGISLATIVE branch.
Congress is the legislative branch of the federal government and makes laws for the nation. Congress has two legislative bodies or chambers: the U.S. Senate and the U.S. House of Representatives. Anyone elected to either body can propose a new law.
