Nobody else could build that canal. The Americans are the only people who could build them. They also made the Panama canal so that they could access the necessary territory.
When Constantine tried to establish New Rome he was witnessing a different change in Europe take place than what happened in prior centuries. With his divison of the Roman Empire in the Western and Eastern Roman Empire, he was able to succesfully save a whole part of the Empire.
Constantinople was therefore the new Roman capital. The Eastern Roman empire flourished for another thousand years, while the Western one declined in a few centuries.
