President Johnson was a Southerner who ran as Vice-President to Abraham Lincoln in order to portray a unity government and when he ascended to the Presidency with the assassination of Lincoln, he tried to limit the freedoms of the Black Americans whose enslavement had been the cause of the hundreds of thousands of deaths in the Civil War.

He was particularly opposed to the Freedmen's Bureau which worked to ensure that the previously enslaved Blacks were able to gain opportunities that would make their lives better such as education. He vetoed the Bureau as depicted in this cartoon, but the Radical Republican controlled Congress overruled him.
