Henry Clay was known to be the political rival of Andrew Jackson. They're disagree publicly on a lot of issues.

Andrew Jackson believed that the establishment of national bank was important for the federal government to be able to control/oversee the private companies.

Henry clay on the other hand, feared that this will make the central government becomes too powerful. So, he  suggested shifting funds to state banks rather than federally owned bank/
