I love that poem, what he means is nothing good can stay, it will fad or disappear, after a wile. hence why he said this
Nature's first green is gold,
Her hardest hue to hold.
Her early leaf's a flower;
But only so an hour.
and it means, when fall comes the leafs will fall, "maybe a flower but not more that an hour".
