Roman Tsars were also called caesar. One way they underestimated their own ruling is that they thought they were <span>Invincible</span>, which wasn't true. They started concentrating on other things, and not on ruling and military. That resulted in rebellions and invasions.

They were elected because it makes the most sense since people are elected meaning they are good for the job and can handle taxes and treaties.
