Uncle sam. this cartoon is in reference to the Neutrality acts of the 1930's where the US didn't want to get involved in world politics due to the devastation of WWI, and it is largely believed that these worsened the situation globally. It has next to nothing to do with an immigration crisis that was essentially created by US-Russia relations over the past 50 years. In total, an estimated 6 million people and seems to be dwindling off. do you like my 80085?

I'm going to be honest that I'm not 100% sure with my answer but, one of the candidates had a lower popular vote (the people) and the other candidate had a higher electoral vote (the representive vote) and although the candidate didn't have the popular vote, they still won due to the electoral votes.
