It took 3 minutes for John to travel 200m and Sam to travel 300m.

You have time and distance so you can use that to find velocity.

John: 200/3 m/min

Sam: 300/3 m/min

take the difference between the two to get your answer.

|200/3 - 300/3| =  100/3 m/min
