It's important to have a speaking library and database so that others can work off of the information stored in the library. It's helpful to reference the work of other speakers who may have a different vernacular or different past experiences. The best construct for such a library in this day and age would be a website with various topics listed out with related links. For example, if someone is giving a speech on climate change, he or she could click on the link named 'Climate Change,' and beneath that link would be various subtopics, or even more generalized topics, with speeches that other users have uploaded. A physical library would work too, but it would be much easier for others to upload their notes or speeches electronically so that anyone with internet can access them.  
Obviously one of the problems with having such a database is that it might open up the potential for users to plagiarize other speakers’ work product. Perhaps a solution would be to instead have a database that involves only brainstorming methods and not actual word for word speeches. Users can collaborate and help one another in gathering ideas to compile into a speech. The beauty of a library is that it can really be used to store anything relating to speaking, whether in public speaking engagements, or at private events. The idea is so general, that it could virtually have anything any speaker could want to look up. And if such a topic was not available on this virtual library, then a speaker could posit a question about the topic to other users.
