Answer: He is talking about inequlity and slavery. I beleiev that he is syaing that we can't always take the nice route. We can't always be soft to get our point across and that sometimes you will have to get mean and violent to be heard.

In the quote, Fredrick Douglas compares the gentle and calm to the destructive and dangerous. A lightbulb and fire both provide light, but fire is riskier. A gentle shower would be calming, the roar of thunder frightens people and even animals. Douglas says “We need the storm, the whirlwind, and the earthquake” Douglas’s point is that we need the negative along with the positive. There has to be balance with the good and the bad.
