- The relationship definitely did not deteriorate since the Cold War had happened and it couldn't (and didn't) get any worse than that. Also, Bush is speaking on the relationship in a more positive light (less concerned than he would be if the relationship had worsened)
- There was no war at this time with the Soviets
- They did not just become democratic right before their collapse, which was in the same year as this speech
