Thinking about this, we can right of the bat know that it probably <u>isnt B or D</u>, since that is decreasing, which doesnt seem to match up with strong or powerful, but weak and powerless.

Now this leaves A and C. So. when you say something is strong, for example "I can lift 200 pounds with my muscles alone!!!" You probably Dont mean only your hand muscles, or only your left arms muscles, but all the muscles in your arms and legs, for they all are strenthended to lift that much weight.

Its the same thing with this saying, when the "dollar is strong" it probably isnt saying that specificly the value of imports is strong, but all money that is a dollar of the country.
