The answer is B, and this is becuase is wanted to naturalize all slaves in order to make them citizens (which gave them the rights in the Bill of Rights) and protected them from cruel treatment (reentering slavery). While slavery was initially abolished in the 1860s, blacks and the children of the slaves continued to face racial discrimination up until the Civil Rights Acts of the 1960s, when prejudice by storeowners and businesses refusing to serve blacks was abolished by law.
