WorldVistA EHR was developed from the public domain VistA code at the time (2002) and has been updated to new code since then.

The Ninth Amendment protects unenumerated residual rights of the people, and, by the Tenth, powers not delegated to the United States are reserved to the states or the people. The Ninth Amendment, (1791) to the Constitution of the United States, part of the Bill of Rights, formally stating that the people retain rights absent specific enumeration. This was the point that Washington made a long, long time ago. This point was actually brought up by the supporters of the Nazi party in the United Stated before the U.S. got involved in WW2. It’s quite interesting that Washington’s quote about isolationism would be used to support the nazis though...
