Germany was deeply in debt, and inflation was out of control. People were agitated, and the scene became chaotic. Hitler reasoned that by using propaganda to make the Jews appear as the adversary and as nasty, wicked humans, he could play on the fear of the German population and other (used as a verb) the Jews, and since the Germans were so eager for a solution, they couldn't see where it was going.
