Describe how the artist has used proportion and composition in this piece?

Composition: bolder colors seem to leap off the page, whereas lighter colors appears to fall back; almost all the objects are vertically placed so the eye travels up and down when looking at the piece; there is balance of shape and color.

Proportion: certain objects are smaller than others to create depth; the objects are all relatively small and proportionate to each other.

What was the artist trying to convey to  the observer?

The artist was trying to tell the observer that creativity is as important as the elements of art. If you do not have a creative idea then the elements of art are of no use. There are many things that the artist could be trying to convey to its observers, it really depends on how the observer sees the art, how they interpret it.
