3. Consider their competencies in carrying out their primary roles as a leader.

4. Rank the above as primary traits or characteristics to consider

5. Weigh their additional qualities such as the ability to influence others etc.

6. Select the one that ticks most, if not all the boxes.

Note that in a situation where it is about communities or groups of people outside business or technical related team, it should be based on Democracy.
