Answer:

President Reagan talks about how something like this happened on the same day 390 years ago. I believe this is an example of "History repeats itself." The fact that Sir Francis died on a ship which he lived by the sea, and the shuttle crew died on the shuttle which basically they lived by because they've been preparing for this moment for so long. However they unfortunately died just like Sir Francis unfortunately died.
