The Monroe doctrine was named after President James Monroe. In December of 1823 the doctrine was establishing that the United States would not tolerate Europeans nations would not stand the further colonization or puppet monarchs.

The Japanese had invaded large parts of the country leaving the central government weak. This was followed by many foreign powers developing their own enclaves in the country and running virtual colonies.
