Consider that the county government is usually close to citizens, while the federal government is located in Washington DC. This means that citizens in states along the west coast ( like California, Arizona, Washington, Oregon, etc.) are thousands of miles away from members of the federal government. The county government is also much closer to citizens than the state government, as this is usually located in the state capitol of each respective state.
