What caused Cuban Missile Crisis:

It began when the Soviet Union (USSR) began building missile sites in Cuba in 1962. The U.S. Congress is modeled this way because the Founding fathers had different opinions when setting up the Legislature. Smaller states wanted equal representation and larger states wanted representation by size. They eventually compromised and came up with the two houses to satisfy both sides.
