Congress is the legislative branch of the United States government, and it is, by far, the most powerful branch of the US government. Congress will be able to basically "control the court". They are the ones who sit and make the laws all day. They cannot pass any votes unless the rest of congress agrees so it is a very hard think to accomplish and could take days or months to complete. Although they do pass on votes that sometimes leave the president beside himself. If the president were to veto they would still find a way to get around it and pass the vote.
