Not too sure but off the top of my head, I would say that as people get more desperate with unemployment and poverty, they are looking to a strong leader to help them out of their slump, hence the rise of totalitarian leaders.

No it can not it can make states out of land that it owns like what it did with the Louisiana purchase but what your saying would over step there federal power..
