Lincoln issued the Emancipation, Proclamation to keep the foreign powers out of the civil war. It said that all slaves would be freed on January 1st, 1863, if the south hadn't surrendered by that time. It also kept foreign powers like Britan and France out of the war because they had already banned slavery.
