Okay, first of all: which of the Grinch movies? Secondly, easy. Draw him with his sack of stolen goods, and maybe a few dollar bills, to emphasize thievery. Add a ski mask that makes Santa's face or something. Think of what YOU would classify as a 'bad citizen'. Emphasize features within those examples in your Grinch drawing.
