During the Cuban Missile Crisis, Khrushchev was the leadership of the Soviet's. Their perspective during the crisis was that they thought they could deter invasion and demonstrate to the world that Soviet's could compete with the United States when it came to missile power. They had also expected the United States to invade Cuba and drive Fidel Castro from office.
