Politically encouraged riots.

Explanation:

Politically encouraged riots are one of the civic issue that our society experienced. Political members encouraged riots for their own purpose but as a result it can damaged the public and state property. This is a very serious issue of our society which is used by the politician which leads to killing of innocent people. These actions should be stopped by doing deep inquiry about these incidents and punished the politicians in order to stopped this issue in the future.

He is pushed to be the villain out of circumstances, rather than because of an evil heart, which is a common story for literary villains.
