he Wade-Davis bill of 1864, which was proposed by Congress, and voted in favor also, sunk without seeing the light of day because of the pocket veto that was imposed on it by President Abraham Lincoln. The reason for the veto was that, Lincoln believed it was too harsh on Southern states, and it would impede the programs of Reconstruction. Among the things that was instituted by the bill, proposed by Senator Benjamin Wade of Ohio and Representative Henry Winter Davis, of Maryland, was that for a previous Confederate states, re-admittance would only be accepted if: at least 50% of their white males took an oath of loyalty towards the union and the other was that states would be required to grant their former slaves, the right to vote.

People still did, along the ancient Silk Road and in boats around southeast Asia, but not in large numbers, and mostly after the central features of Chinese civilization had already developed
