So i'm writing a poem for class, and can someone please tell me if "And you shall excite" is an actual sentence?

yes. use it if you intend for it to mean "you will make people excited"

It can be a sentence, but if that's all, then it would be incomplete. Unless you say something like

"The ability to 'excite' interest in others)

Excite means to bring out or cause strong feelings of enthusiasm and eagerness (excitedness)
