This question refers to Amon Goeth, Kommandant of the Plaszow concentration camp. Goeth was a disturbed individual, which is no only evidenced by his involvement in the Nazi Party and the war, but also by his personal inclinations towards the use of extreme cruelty. He killed people with no restraint, and trained dogs so that they would torture and kill prisoners.
His extreme use of violence and complete disregard for human life is most likely the reason why he was able to reach a position of such authority. Goeth was probably willing to follow almost any order that he received, no matter how atrocious this was. He was also deeply convinced abut many of the ideals of the Nazi Party, such as the racial superiority of the German people. These tendencies most likely helped him in his climb for power.

Austria had an alliance with Germany prior to World War I which gave them assurance they would be protected if war was needed. With German backing, Austria was more confident in issuing the ultimatum, which they knew would be rejected. Declaration of war triggered the complex alliance system in place in Europe prior to WWI.
