Answer: I think this is the answer, When Mexico founded the province of Texas in 1821, the land was very in part by concern that Mexico might try to re-establish its oppressive rule over Texas.

They was some grey area on where the border was for the side of Texas and the side of Mexico so they both had conflict thinking each other were on their side.

This Amendment was an acknowledgement to the problems related to former slaves following the American Civil War. The Equal Protection clause declared that "a state may not refuse any person within its jurisdiction the equal protection of the laws".
