The intention to be virtuous is very desirable. However, this may become an inner battle between the desire to do something kind and the desire to do something unkind. People desire to be good, but then end up making mistakes, losing their temper, or giving in to some sort of temptation. If you are angry at someone, it may be hard to be nice to them.

The idea of virtue being armed is that the inner battle of the mind requires strength. The intention to think, behave, and speak in a morally upright manner requires inner strength. So then virtue needs to be armed.

A knight in shining armor is a great example of someone who is considered moral. The rescue of a fair damsel, even at the risk of harm or loss of life, is done without thought of personal harm. The knight is selfless. So for the knight to be armed by virtue - who is also armed - is a great reminder of the need to work hard to remain virtuous.
