Germany never intended to keep this promise. That's the way history records it, but I don't think Stalin was exactly in love with the alliance.  I'm pretty sure he had motives for signing the treaty. In looking it up, it had to do with not being able to make a deal with England and France. Stalin was not completely prepared for war, so his motives were clear. If you don't think you can beat the enemy, then you ought to join him.

Germany had simpler and more straight forward reasons. She wanted to invade Poland without the need of a superpower (Russia) to oppose her.

and used Poland as an entry point to invade Russia.
