Nevertheless, there have been claims that the institute is patronizing in its approach towards indigenous people and merely a token initiative of the government, while its workers have also been vigorous supporters of indigenous peoples and have even been persecuted as a result.
The Mexican government founded the National Commission of Human Rights in 1990 in an attempt to protect people from human rights violations, receiving reports of abuses at the federal and state levels. This department, however, has been criticized for failing to take on cases of grievous violations of rights, causing many indigenous leaders and advocates of rights to doubt its legitimacy. However, the Commission produces reports and publications that draw attention to the human rights record of Mexico.
