The School should buy the smart devices

Explanation:

While it is true that smart devices can be distracting for students, not only in school, but also at home, that is not a good enough reason to keep students from buying and using those devices.

Students should be taught in how to use them in a moderate manner, because the benefits from their use can be very positive for their education, and their general life. They should be warned about the dangers of technology addiction, and be encouraged to use the devices for education and research purposes.

If these actions are taken in a sound manner, the academic performance of the students should be better after the smart devices are purchased.

You can. If I were you, I would try to use your character inner thoughts to try and start it off. You can do that by using italics. Here's an example:
