A speech is divided into three parts which are called the introduction, body and conclusion. The outline of this speech should cover all these parts, showing the entire structure of the speech.
The conclusion is the part where a striking final statement is presented, where the author of the speech establishes a resolution for everything that has been presented. In this case, if Jennie is trying to create a final, striking statement for her speech, she is trying to accomplish the conclusion part of the outline.
