The Continental Congress, also known as the Philadelphia Congress, was a convention of delegates called together from the Thirteen Colonies. Pay attention to the fact that it was a convention of delegates. This meant that the Continental Congress could not force the individual colonies to provide men, supplies, or funding. It simply didn't have the authority. Also, military supplies would have been hard to come by, excluding the hunting rifles and ammunition. So, to answer your question:

1. No authority

2. Low availability of proper supplies

3. Low funding

With political ads, one thing that sticks with me the most is the main idea that is being presented to me. Another thing is the credibility of what I am being shown and the last thing that really helps me is seeing if the information that is being relayed to the audience is from a trustworthy source.
