The Continental Congress, also known as the Philadelphia Congress, was a convention of delegates called together from the Thirteen Colonies. Pay attention to the fact that it was a convention of delegates. This meant that the Continental Congress could not force the individual colonies to provide men, supplies, or funding. It simply didn't have the authority. Also, military supplies would have been hard to come by, excluding the hunting rifles and ammunition. So, to answer your question:

1. No authority

2. Low availability of proper supplies

3. Low funding
