Gustaban would when plural (voces)
Gusta would be when present tense
The chart for conditional is ia/ias/ia/iamos/-/ian, so in order to conjugate Hablar you would need to know for what? For example the Yo form of Hablar in conditional is Hablaria, because conditional does not remove the AR. :)
