The European powers, according to Monroe, were obligated to respect the Western Hemisphere as the United States' sphere of interest. President James Monroe's 1823 annual message to Congress contained the Monroe Doctrine, which warned European powers not to interfere in the affairs of the Western Hemisphere.

In 1823 U.S. President James Monroe proclaimed the U.S. protector of the Western Hemisphere by forbidding European powers from colonizing additional territories in the Americas. In return, Monroe committed to not interfere in the affairs, conflicts, and extant colonial enterprises of European states.

Augustus centralized the government, as it went from a Republic to an Empire. As an Empire, there is an Emperor who does and decides everything, as he pleases. In a Republic there is a Senate who has to approve everything, before it becomes a legislation(a kind of law/rule). The Senate was the ,,crowd's voice".
