Personification helps develop meaning in the poem by describing what is happening in the night. It also develops mood and tone by carrying a certain connotation for each word. For example, when the author says "as falls the restful night", the reader feels peaceful because of the word such as falls and restful.

I'm assuming this is coming from The Outsiders.
Greasers were the lower class, while Socs were the rich people.
The excerpt means a greaser can never be a socs, they'll always be a greaser. Likewise with the Socs.
But, those stuck in the middle get to choose whether they want to be a Greaser or a Soc.
It's a great book by the way!

In the poem "The Lady of Shalott" by Alfred, Lord Tennyson, we discover that the speaker is an unknown figure. He is unnamed and unidentified. As the speaker lacks a specific identity, we cannot really know who this speaker is. However, we do know that he is a figure who is greatly interested, moved and affected, by the events in the story. We also know that this speaker can observe everything, and therefore, is aware of all the small events of the story.
