if I was the deaf person and my brother or anyone else is helping me translate what they are saying or what I'm saying I would be very happy he is willing to help translate it.

to stop this situation from happening (do you mean the case of the deaf being deaf and how to prevent it??????)

the government should provide free health care facilities for everyone and funds to be raised to help him undergo surgery but if that's not an option then people should be willing to help one another and be kind and caring to those who are handicapped.
