As you are not given other pieces of information other than Juliet saw them, they were walking on the side of the road, you can´t possibly know if julie was upset, or for how long were they walking, the only thing that you can infer is that they´re going somewhere, because if they were not going somewhere the correct word to use insted of walking would be they were wandering around.
