But in a true monarchy, I suppose just the monarch. The same would be the case in a dictatorship, where the executive would make the laws, often with the assistance of a closed group of powerful individuals. Frequently the military will have some involvement. In some systems, you have administrative agencies created that can then create rules which must be obeyed, though those agencies can be controlled by the other involved bodies which actually pass the laws as opposed to create rules.
