I got completely fooled by this. I thought that the answer would be C because it was mostly unskilled laborers that were employed by the WPA -- men in good physical shape who were willing to work.

While that is true, there is no answer that looked like that.

On further searching, I found out that it was writers artists and musicians. But that was a subdivision of the WPA that they were employed under.

The students still in school were under another subdivision. They too were employed in some capacity in the National Forests.
